It is very interesting
When I was younger (15 years ago), we used to have a tv show that lasted only for 5 minutes or so which featured those same painted hands.
It was sort of an interlude in between actual half a hour shows. I used to hate it because the shapes they tried to immitate felt very unnatural.
I don’t remember what it was called and I don’t know if it is still aired somewhere anymore.
